DENOSA is deeply worried, shocked and disgusted by the decision taken by the Department of Health in Limpopo to reverse payment of Grade Progression and Uniform Allowance which were already loaded on PERSAL for payment on Monday, 11th May 2020.
This unilateral decision taken by the Department of Health, without consulting Organised Labour, is a direct attack on the nurses who are at the forefront risking their lives and safety of their families in a fight against COVID-19 pandemic.
This act comes at the time where our members’ morale is extremely low due non-implementation of salary increment as per Resolution 1 of 2018 for the financial year that commenced on 1 April 2020.
Payment of Uniform Allowance is mandatory to nurses in the Department of Health as per Resolution 3 of 2004 as evidence by Directive from National Department of Health dated 30 March 2020, in which the Acting Director-General at the National Department of Health sends a directive to provinces to pay Uniform Allowance to nurses.
DENOSA Limpopo is puzzled by the U-turn made by Department of Health following Circular 31 of 2020 which was issued to institutions to pay Uniform Allowances to nurses on the 11th of May 2020 and communique for payment of Grade Progression to nurses who are due for grading.
DENOSA Limpopo strongly warns the Department of Health to refrain from provoking nurses in this difficult time and unconditionally implement the payment of Uniform Allowances and Grade Progression.
Failure to implement Uniform Allowances and Grade Progression will leave DENOSA with no option other than advising members to exercise their rights which include reporting on duty with any attire accessible until employer complies with the directive issued to institutions.
